省部科技会商制度的影响因子分析

摘　　要：省部科技会商制度是新时期的一种创新型制度安排。从会商参与者的时空分布及会商内容分析,会商制度主要受经济实力、科技投入、地缘条件、资源状况、科技基础、产业优势、发展战略、科技计划等8个因子影响。同时,影响因子的耦合作用也影响和制约会商制度的运作。institutions of consulting in science and technology fields through province and ministry is an innovative institutions arrangements in new era.From Spatial and temporal distribution of participants and the contents of Consultation analysis,there are eight major factors which impact the institutions of consulting,such as economic strength,scientific and technological input,geopolitical conditions,resources conditions,scientific and technological base,industry advantages,development strategy,science and technology plan and so on.At the same time,Coupling of influence factors impact operation of the institutions of consulting too.
