现行政管理体制下的“两规”衔接

摘　　要：从我国行政管理体制出发,探索了土地利用总体规划和城市总体规划这"两规"的地位、功能及相互关系;分析了二者衔接的必要性,及其衔接的制度基础和所涉及的技术标准体系;提出了"两规"衔接的思路,即明确界定二者关系,加强规划编制部门的合作,实现技术标准体系的对接,并通过城乡建设用地增减挂钩与设立建设预留区等手段来保障"两规"的衔接。It is common dogma that land -use planning is always around the rational utilization of land resources and protection; urban planning is always around the core of urban eonstruction. As the market economy development, the ＂ Two - Planning＂ need to work together to face the rapid economic growth and urbanization. The aim of present study was to explore the status, function and relationship of the ＂ Two - Planning＂ under the present administration system. Then analyze the institutional infrastructure and related technical standards system; point out necessity of the harmonization. At last, put forward the harmonization clue, that is clearly defining the relationship, strengthening planning departments cooperation, unifying the technical standard system, and through linking urban - rural construction land and set the reserve zone to achieve the harmonize of the ＂Two - Planning＂.
