摘　　要：近年来银行卡产业受到世界各国和地区监管部门的广泛关注,许多国家对银行卡产业加强了监管。本文首先对银行卡产业的技术经济特征和产业性质进行了分析,指出了银行卡产业市场结构重组的目标;继而对银行卡产业各业务类型及其性质进行了探讨,提出要根据业务环节的性质制定不同的分类管制政策;最后着重论述了银行卡产业各业务环节的分类管制思路与政策。There has been a recent surge of attention to bankcard industry supervision section in many countries and areas. Many countries have strengthened the supervision of bankcard industry. The paper analyzes the economic characteristics and industrial nature of bankcard industry, and points out the target of market restructuring of bankeard industry. It then analyzes business types in bankcard industry and their industrial natures, and argues to implement classified regulation according to diversified natures of business sectors. Finally, it emphasizes the idea and policy Of classified regulation of bankcard industry.
