作为执政思想的“以民为本”

摘　　要：考察中国"以民为本"执政思想的发展脉络。将其划分为被动天命观、基于主动天命观的民本执政思想和中国共产党"为人民服务"民本执政思想等3个历史阶段。通过基于主动天命观的出现解析了民本执政思想的产生与发展,通过"天命-民本"的矛盾运动,解析了基于主动天命观的民本执政思想的没落;通过中国共产党民本执政探索的4个阶段分析,提出了中国共产党"为人民服务"民本执政思想,提出中国共产党"为人民服务"民本执政思想植根于辩证唯物主义和历史唯物主义认识论,植根于社会主义社会基本矛盾的分析,植根于代表占中国绝大多数的人民利益的工人阶级立场,植根于全心全意为人民服务的执政意志的断言。This paper studies the development skeleton of ＂people-oriented＂ governing philosophy of Chinese government,dividing it into three historical periods such as passive view of providence,people-oriented governing philosophy based on active view of providence and CPC＇s people-oriented governing philosophy— ＂serving the people＂.It explains the origin and development of people-oriented governing philosophy based on the appearance of active view of providence;explains the declination of people-oriented governing philosophy based on active view of providence through the paradoxical movement of ＂providence-people-oriented＂;brings forward the CPC＇s people-oriented governing philosophy—＂serving the people＂.Through an analysis on four stages of CPC＇s exploration on people-oriented governing experience and this paper proposes that this philosophy is deeply rooted in epistemology of dialectical materialism and historical materialism,in the analysis on basic contradiction of socialist society,in the position of working-class,and in the assertion of governing awareness of serving the people wholeheartedly.
