摘　　要：软件运营服务(SaaS)为中小企业通过信息化提高管理水平提供了一个可行的模式。根据中小企业和SaaS的特点分析了基于SaaS的信息化建设存在的个性化需求难以满足、数据安全风险等问题,进而从管理信息系统实施的角度提出了中小企业基于SaaS的信息化对策建议。Soft as a service（SaaS） provides a viable model for SMEs to improve management through IT.The problems in the construction of information based on SaaS are analyzed such as difficulty to meet the individual needs,data security risks and so on.Then we suggest how to construct an information system based on SaaS from the angle of the Management Information System Implementation.
