基于语言资源理念的语言规划——以“语言资源监测研究”和“中国语言资源有声数据库建设”为例

摘　　要：语言不仅是一种工具,更是一种有价值、可利用、出效益、能发展的社会资源。它可以孕育新的职业和产业,并转化为生产力。保护语言资源,解决语言问题,维护语言权利是三个不可分割的工作方面,需统筹兼顾、协调发展。国外语言资源建设和语言监测已于上世纪提上议程,中国语言资源问题直到本世纪初才受到关注,成立了中国语言资源联盟;教育部语言文字信息管理司与各高校合作,共建国家语言资源监测与研究中心,建立大规模动态流通语料库,既进行资源建设又进行理论研究。今后还应加强语言资源有声数据库的建设。Language is not only an instrument but also valuable, usable efficient and developmental resources. It can nurture new vocations and industries which may convert to productivity. Therefore, coordinate work need to be done to preserve language resources, solve problems of language and secure rights of language. Construction of language resources and language monitoring had be listed on the agenda in western countries in the 20th century but the issue of language resources didn＇ t draw enough attention in our country till the beginning of this century. Since then, the Union of Chinese Language Resources has been founded. Under the cooperation between Ministry of Edu- cation and other higher learning institutions the National Monitoring and Researching Center of Language Resources has been established with a large-scale dynamic mobile corpus both for resources construction and for theoretical study. What is to be strengthened is to promote construction of language resources and vocal corpus.
