摘 要:依据层次分析法(AHP)和数据包络法(DEA)各自具有的特点,构造了基于两者结合的AHP/DEA综合评价模型对高校科技创新能力进行综合评价。以18所高校作为研究对象,采用AHP/DEA相结合进行相对效率评价的两阶段方法,对18所高校2008年科技创新能力的技术效率、纯技术效率和规模效率情况进行评价。实例应用表明,AHP/DEA模型能充分兼顾考虑主客观因素,对评价高校科技创新能力具有有效性和科学性。On the basis of the construction of index system of university scientific innovation capacity,according to the characteristic that Analytic Hierarchy Process(AHP)and Data Envelopment Analysis(DEA)has respectively,this article constructs a synthetic evaluation model based on combination of AHP/DEA to evaluate the university science and technology innovation capacity.Taking the two stage method which uses the unified AHP/DEA method to evaluate the relative efficiency,the author evaluates the technical efficiency of science and technology innovation ability,the pure technical efficiency and the scale efficiency of eighteen universities in 2008.The application examples indicate that the AHP/DEA model can give consideration to both subject and object factors fully and has the validity and scientific nature on evaluating the university science and technology innovation capacity.
