我国副省级城市科技创新能力的竞优分析

摘　　要：基于我国副省级城市科技创新能力的指标体系,采用面向层次结构的竞优分析方法,对12个副省级城市的科技创新能力状况进行分析。在识别各个副省级城市科技创新能力的个性优势特征基础上,分别进行了个体代理评析和民主代理评析。评析结果表明,副省级城市在科技创新能力建设方面各具特色,已经形成了"万马奔腾"的局面,综合排名已不再十分重要;竞优分析结果同时指出了各个副省级城市在科技创新能力建设中存在的不足,并提出了相应的完善建议,以供相关部门和人员参考。Based on the index system of scientific and technological innovation ability of sub-provincial cities in China,the 12 sub-provincial cities in the state of scientific and technological innovation ability were analyzed by the analysis method of conforming to natural rule for hierarchical structure.The individual agent assessment and democratic agent assessment were implemented after identifying the individual advantage characteristic of every sub-provincial city of scientific and technological innovation ability.The analysis results showed that every sub-provincial city had formed respective feature and the integrated rake was no longer important.Meanwhile,there were still some shortcomings in the field of scientific and technological innovation ability of 12 sub-provincial cities.Corresponding suggestions were put forward in the paper for the relevant departments and officers.
