摘　　要：水资源危机源于其自身具有的公共属性以及由此导致的"公地悲剧",多权力中心的自主治理理论虽然为解决公地悲剧问题提供了思路,但存在如何具体操作的问题。提出将组织间关系理论与方法引入水资源治理中,以解决自主治理的适用情境问题。还具体提出了在水资源治理中如何描述并考量组织间关系的思路与方法。Water resource crisis originates from its own public nature and the ＂Tragedy of the Commons＂ caused thereby.Although multipower featured self-governance supplied ideas for solving the problem of ＂Tragedy of the Commons＂,the problem lies in how to implement.This research introduces IROs into water resource governance so as to address the issue of self-governance for applicable situations.Besides,this research also proposes some ideas and methods of how to describe and measure IORs in water resource governance.
