摘　　要：受企业核心能力论的启发，首次提出国防采办系统核心能力论。首先对国防采办系统核心能力的定义、内涵及本质进行了细致的阐述；然后，对国防采办系统核心能力论的方法论进行了积极探索；由此，形成了国防采办系统核心能力论的雏形。Enlightened by the core competence theory of corporation, the core competence theory of defense acquisition is brought forward for the first time in this article. Firstly, the definition, the meanings and the essence of defense acquisition core competence are deeply explained. Subsequently, the methodology of defense acquisition core competence theory is actively explored. Thus, the prototype of defense acquisition core competence theory comes out.
