摘　　要：在社会主义新农村建设中,乡镇政府应当履行政治、经济、文化教育和社会管理四项主要职能。结合乡镇政府绩效的特殊内涵和角色分析,梳理出6个一级指标、20个二级指标和112个三级指标构成乡镇政府绩效指标体系。乡镇政府绩效体系具有可操作性、服务导向性、系统性、独立性和差异性的特点。The governmental functions of politics,economy,culture,education and social management should be carried out by villages and towns government during the construction of socialistic new rural.With the analysis of special role and connotation of villages and towns government,a villages and towns government performance system which contains six original series,other twenty and one hundred twelve accessorial series is worked out.The system of villages and towns government performances has the characteristic of maneuverability,service oriented,systematic,independent and heterogeneity
