摘　　要：弱势群体受到不公平的对待,是主要的高等教育不公平问题。政府作为教育公平的主要责任主体,要建构教育机会均等的社会共识,完善扶持弱势群体的政策体系,计划并实施扶助弱势群体的行动项目,消除弱势群体不能控制的外在因素对其教育状态的不利影响,走向以天赋和努力程度为根据的高等教育入学机会平等和高等教育学业成功机会平等。The vulnerable group by unfair treatment is the main issue of higher education unfairness.The government,as a major responsible body,should construct the social rational consensus with equal education opportunity,perfect the policy system for supporting the vulnerable group,plan and implement the action project for supporting the vulnerable people,eliminate the external factors beyond the control of the vulnerable group that have a bad effect on the educational status,and strive for the equal opportunities for higher education and equal opportunities for higher education academic success based on the talents and efforts.
