地方高等教育财政投入及其影响因素

摘　　要：地方高等教育财政时序数据显示,扩招以来地方高校生均预算内经费及其占高校总经费的比例普遍下降,且中、西部地区下降幅度更大,地区间高等教育财政投入分化明显。基于1998-2006年的省级面板数据,对影响地方高等教育财政投入因素进行实证研究的结果表明,地区经济对高校毕业生的需求规模、毕业生流出比重、地方高校财政责任向中央财政和地区居民的可转嫁程度等因素对地方高等教育财政投入有显著的影响。未来政策调整的重点是:建立以高校毕业生流出规模为核心因素的高等教育财政转移支付制度,加大中央对中西部地区高校的财政支持,同时调整地方政府的激励结构,为地方政府在高等教育中的角色"正位"。Based on the analysis of time series data of local higher education finance,it shows that in-budget expenditure of local colleges falls,those in central and western regions fall deeper,and different areas differ significantly.A 1998-2006 panel dataset is employed to do an empirical research on the influencing factors of local higher education fiscal input.It＇s found that these factors have significant influence on the local government fiscal decision,such as the economic demand of college graduates,graduate migration proportion,and the degree of fiscal responsibility that could be passed on the central government and residents.The future policy should focus on establishing the transfer system which based on outflow graduates,enhancing the central government fiscal support to central and western colleges,and restructuring the local government incentives to normalize its position in higher education provision.
