摘 要:目的探索构建学生健康素质评价指标、操作方法及策略。方法课题组在前期针对学生健康素质及教育现状调查及影响因素分析的基础上,运用文献检索、专题小组讨论、德尔菲(Delphi)专家咨询法,以及模糊综合评判法等确定学生健康素质评价指标、权重及操作方法。结果研究提出建立区域教育、卫生、体育等政府部门独立委托评价工作机制,由教育、卫生、体育等协会,社区健康服务者、师生及家长代表等组成社会第三方组织为评价主体,以学生群体健康素质及学校推进健康素质教育为评价客体,构建出"政策制度支持及落实、健康素质教育过程、健康素质效果和健康素质教育工作特色"四大类共21项评价指标体系。结论引入和建立政府独立委托社会第三方评价工作机制,完善学生健康素质评价指标体系并适时开展实践,对促进各类学校持续开展学生健康素质教育工作,加强学校社会管理制度建设等具有重要理论指导和学术应用价值。Objective To explore and build evaluation indicator,operating methods and strategy of student health quality. Methods On the basis of initial analysis on students health quality,health quality education status and its related factors,the research group determined students health quality evaluation indictors,weight coefficient and operating methods by many methods such as literature search,focus group discussions,Delphi(Delphi) expert consultation,and fuzzy comprehensive evaluation method. Results It is proposed to establish the independent commission assessment mechanism for the regional government departments including education,health and sport,etc.The main body for the evaluation consisted of association such as regional education,health and sport,as well as the third parties including community health providers,teachers and students' parents;While evaluation object was made of students health quality and health quality education promoted by schools.Four kinds of assessment system including 21 indictors were established such as support and implementation of policy system,education process of health quality,effect of health quality,characteristic of health quality. Conclusion It promoted all kinds of schools to carry out students health quality education continuously,strengthen important theoretical guidance for construction of school social management system and academic application value,through introducing and building the social third party evaluation system of the independent government commission,improving students health quality evaluation indicators system and developing practical activities timely.
