摘　　要：《国家中长期人才发展规划纲要(2010—2020年)》蕴含和体现着科学发展观重大战略思想。认真研究和科学解读该人才规划对其宣传和实施具有重大意义。该人才规划突出服务发展是人才工作的根本指向;始终坚持以人为本这个核心,在经济社会发展中确立人才优先发展的战略布局;把握全面协调可持续这个基本要求,真正实现人才队伍建设的协调有序;重点突出统筹兼顾这个根本方法,不断提升人才队伍建设整体水平。National Long-term Talent Development Program Planning（2010-2020） contains and embodies strategic thoughts of scientific outlook on development.Carefully studying and scientifically interpreting this talent program have great significance to its publicity and implementation.This talent program strikes that service development is the fundamental point of talent work.The people-oriented as its core should be adhered to and a strategic layout which gives the priority to the development of talents in the economic and social development should be established.The basic requirement of comprehensive,balanced and sustainable development should also be grasped in order to realize the harmonious and well-ordered team-building.The overall planning and all-round consideration as the basic method should be emphasized,and the overall level of the construction of the talents should be continuously improved.
