摘　　要：以科技型中小企业自主创新能力内外部影响因素为依据,以VIKOR法作为评价方法对科技型中小企业自主创新能力进行综合评价。首先分析了包括政策环境、法律环境、社会服务环境、市场环境和金融环境的外部环境因素,以及包含自主创新研发能力、自主创新生产制造能力、自主创新管理能力、自主创新营销能力和自主创新风险防范能力的内部要素;然后根据科技型中小企业自主创新能力评价指标体系的设计原则,从企业内部和外部两个层面构建了科技型中小企业自主创新能力评价指标体系;最后运用VIKOR法对江苏省科技型中小企业自主创新能力进行了综合评价,并提出了提高科技型中小企业自主创新能力的对策建议。According to internal and external factors of small and medium technological enterprises, this paper evaluates independent innovation capacity of small and medium technological enterprises using VIKOR as the evaluation method. Firstly, it analyses external factors includes policy environment, legal environment, social service environment, market environment, financial environment and internal factors includes factors of R＆D capacity, production capacity, management capacity, marketing capacity and risk prevention capacity. On the basis of analyzing internal and external factors of technological SMEs＇ independent innovation capacity, this paper establishes its evaluation index system, from two aspects including internal and external factors, according to design principles. Then, it evaluates the independent innovation capacity of technological SMEs in Jiangsu Province by VIKOR method. And also it proposes a solution in enhancing technological SMEs＇ independent innovation capacity.
