摘　　要：系统是电大最大的优势。县级电大则是电大系统的根基。建设好县级电大,既是固系统生存之本,又是培电大发展之元。在新的历史时期,面对新的机遇和挑战,县级电大要实现可持续发展,必须以科学发展观统领全局,进一步明确功能定位,突出开放教育主体,彰显电大办学特色,提高人才培养质量,更好地服务经济社会发展。system is the biggest advantage of TV. TV is the TV system at the county level the foundation. Build at the county level TV, both the survival of the solid system, but also the development of TV culture yuan. In the new historical period, new opportunities and challenges facing the county level TV to achieve sustainable development, we must take the scientific development concept to guide the overall situation, further defined the institutions and functions, highlighting the main open education, highlighting the TV school characteristics, improve the personnel education quality, better services, economic and social development.
