基于行动者网络理论的通信标准化战略研究——以TD-SCDMA标准为实证

摘　　要：借助科学的社会学研究理论——行动者网络理论分析中国在逐步从通信大国走向通信强国,从标准采用者走向标准制定者的进程中,如何战略性地推行本土标准。并重点从动机、行动和结果三个层面对每类行动者在标准化行动网络中的定位及行动策略加以分析。进而就标准化战略实施得到以下启示:标准的技术路线要在性能与兼容性、开放与封闭间找到平衡点;适度的政策资源供给;重视联盟的力量,努力打造一个囊括各主要利益相关者的支撑性联盟网络。This paper investigates the strategies of China to promote its indigenous standard on the transition from the biggest telecom- munications market nation to a technical powerful nation; from a standard adopter to a standard maker. We aim to disclose the social interaction around the TD - SCDMA technology, answering why China＇ s TD - SCDMA initiative succeeded currently？ Specifically, this paper on one hand, exams the deployment of TD -SCDMA from the translation process of problematization, interessment, cmrolmcnt, and mobilization; on the other hand, analyses the actors＇ position and relative strategies in the actor network from the perspective of motivations, actions, and effects. Some suggestions have been provided in implement indigenous standards as follows： achieving the equilibrium of function and compatibility, open and closed in technological option ; offering appropriate standard policies, and constructing a reliable and sustainable alliance network that includes those important stake - holders.
