摘　　要：分析了我国基本医疗保险制度存在的主要问题和面临的挑战,提出在现代医学模式的指导下,通过建立激励自我保健的基本医疗保险制度、促进医疗保险转变为健康保险、将预防保健和心理服务纳入医保基金支出重点以及完善社区卫生服务等措施,推动我国医疗保险制度日益完善。Main problems and challenges of basic medical insurance system in China are discussed. Under modern medicine model, basic medical insurance system which encourages self care shouht be established. Medical insurance should he transferred to health insurance. Prevention tee and menial （!are ~ee should he involved in medical insurance compensation list. Community health care should be strengthened. All Ihe measures will improve medical insurance syslem development.
