摘  要:企业工资集体协商是在市场经济条件下实现工资分配共决的有效手段。中国在推进集体协商过程中存在协商主体的代表性和独立性缺失、集体协议流于形式、有关各方对集体协商认识不到位以及企业信息披露不充分等问题,建议要明确政府角色,确保劳资双方的协商主体地位;完善相关法律政策,增强集体协商主体的代表性和独立性:加强舆论宣传和学习培训,提高各方对工资集体协商制度的认识;积极推进企业民主管理,建立与集体协商相关的财务信息披露制度。Enterprise salary collective negotiations is an effective means of joint determination of salary distribution in the market economy.There exist some problems in the process of promoting collective negotiation in China,such as the lack of representation and independence of the main negotiation body,the collective agreement becoming a mere formality,the parties concerned lacking enough understanding of the collective negotiation,inadequate corporate information disclosure,etc.This paper proposes measures to solve these problems: to clarify the role of government to ensure the dominant negotiation position between employers and employees;to perfect the relevant laws and policies and enhance the representativeness and independence of the main negotiation body;to strengthen propaganda,learning and training to improve the understanding of the system of collective salary negotiations for the parties concerned;to actively promote the democratic management of enterprises,and establishment a financial information disclosure system related to the collective negotiation.
