摘 要:依据《河北省水功能区划》,以COD和NH3-N为控制指标,根据入河排污口分析评价结果,合理确定水质模型和水质目标、设计流量等相关参数,应用水质模型计算了水功能区水域纳污能力和应削减量。结果表明,河北省水功能区水域纳污能力COD和NH3-N分别为7.76万t/a和0.34万t/a,仅为现状入河量的21.7%和8.1%;COD和NH3-N应削减总量分别为30.8万t和3.97万t,平均削减率分别为86.2%和94.1%。据此拟定符合河北省现状实际情况的限制排污总量控制方案,为实现《河北省水功能区划》中的规划目标提供了科学依据。Based on the Hebei water function zonation and the assessment results of river contaminant drain outlet, taking COD and NHs-N as the control index, the permissible pollution bearing capacity and the pollutant reduction of water function were analyzed by using rational water quality model with respect to the water quality target and design flow. The results showed that the permissible pollution bearing capacity of COD and NH3-N were 7.76 × 10 4 tons per year and 0.34 × 10 4 tons per year respectively, which were only 21.7% and 8.1% of total amount of present pollutant discharge. The pollutant reduction of COD and NH3-N should be 30.8 × 10 4 tons per year and 3.97 × 10 4 tons per year respectively, and the average pollutant reduction rates were 86.2 % and 94.1%. The proposed pollutant reduction program agreed with real situation of Hebei Province. The scientific base to achieve the planned object in Hebei water function zonation was provided.
