咸丰后期郭嵩焘的厘金政策与历史背景——进步与保守之间

摘　　要：郭嵩焘是晚清著名的知识分子,他一生卷入很多论争,他在咸丰九年在烟台推进厘金政策时发生毁局事件,并和僧格林沁朝廷之间发生了很大争论。其中的关键点是他对乡绅萧铭卤的袒护,由此可以看出郭嵩焘推进厘金政策时更重视用自己的教化能力来劝谕乡绅。Guo Songtao was a renowned intellectual of late Qing period.He was involved in many conflicts throughout his life,such as the upset incident happened when he worked on the Li tax policy and the one when he had disagreement with Seng Ge Lin Qin and the imperial court.The important part of this incident was his partial favor for squirearch Xiao Minglu,therefore when Guo Songtao advocated the Li tax policy,he saw more importance in his moralizing ability with the squirearches.
