基于自主决策的长江散货运输组织方式竞争力评价

摘　　要：在确立包括技术性指标、经济性指标、社会效益性指标的长江散货运输组织方式竞争力评价指标体系的基础上,运用自主决策方法,构建了长江散货运输组织方式竞争力评价模型,并以长江武汉至南通航段的8种典型散货运输组织方式为例进行实证研究,研究表明,排在前四位的方案是6000t级、5000t级、4000t级、3000t级的船队,建议航运管理部门以及从事长江散货运输的航运企业推广和发展6000t级和5000t级的机动驳,在综合改善船队运输条件的情况下发展船队运输,尤其是大吨位的驳船运输.In order to bring about an advance in bulk cargo transportation of the Yangtze River,the evaluation index system of bulk cargo transportation organization competitiveness of the Yangtze River,including technology indexes,economy indexes and social benefit indexes,is set up.Based on the method of self-determination decision-making,the evaluation model of bulk cargo transportation organization competitiveness of the Yangtze River is established.Then the model is applied to evaluate eight transportation organization programs of Wuhan-Nantong channel.Finally the results indicate that the top four programs are 6000 tonner,5000 tonner,4000 tonner and the fleet of 3000 tonner.The proposal that the administrative agencies and shipping enterprises for Yangtze River should develop 6000 tonner and 5000 tonner flexible barge,and develop fleet,especially large-tonnage fleet upon improving the conditions of fleet,is put forward.
