摘　　要：战略性新兴产业的准公共性、外部性及高风险性特点决定其在发展过程中不可避免地存在市场失灵。政府需要对战略性新兴产业进行合理的公共政策选择,针对市场失灵的不同情况进行调节、规范和制约。本文将政府在发展战略性新兴产业中的作用归纳为四个方面,即引导、激励、服务和规范。Because of the character istics of emerging industries of strategic importance,such as quasi common attributes,externality and high risk,the existence of market failure is inevitale during its developing.It is indispensable for government to make supporting public policy,and according different situations,regulate,criticize and restrict in the development of emerging industries of strategic importance.This paper reduces the effect of government on the development of emerging industries of strategic importance to four aspects： guiding,encouraging,serving and regularizing.
