摘　　要：移动通信产业是我国在完全开放竞争的环境上实现"后来居上"的成功典型。我国在移动通信产业发展上所采取的高起点的战略选择、充分利用重大事件促进产业发展、对多种技术路线和模式采取宽容态度、适时推进管理体制改革等方式,对当前我国发展战略性新兴产业,具有重大的借鉴意义。The mobile communication industry is a typical example of ＂the later comers surpass the formers＂ in the open competitive environment in China.To development mobile communication industry,China made its strategic choice with high starting point,took a tolerant attitude on different technology pathway and development mode of the mobile communication industry,and advanced the reform of administrative system in good time.So the experience of the mobile communication industry has reference meaning to the development of strategic emergent industry.
