摘  要:利用问卷和访谈调查方法,对江苏省泰兴市、赣榆县村级计生专干的管理模式、进修培训、报酬标准、激励保障、工作状态等方面进行调查分析,并与全国调研数据进行了比较。研究表明:两地管理模式有所不同;泰兴专干配备相对不足;赣榆男性比例过高;两地都重视培训,但缺乏能力训练;两地专干普遍感觉绩效考核比较严厉、专项经费严重不足、工作难度增大、群众支持度较低;专干对计生工作喜爱程度高;泰兴对专干的激励保障工作领先于全国。Based on the questionnaires and interviews,the status of village-level cadres working for population and family planning in Taixing city and Ganyu country is analyzed in terms of their management,training,payment,incentives and working conditions,and is compared with the national survey data at the same time.The research shows that the management models are different between Taixing and Ganyu;there is relatively not enough personnel in Taixing while too many male ones in Ganyu;both of the city and county attach much importance to the training,but they both lack the training capacity;those interviewed generally felt that performance appraisal is a little too harsh;funds are seriously lacking;working difficulty is gradually increasing;public support is low;the cadres' passion for work is high;Taixing's incentive guarantee is ahead of the whole nation.
