摘　　要：针对海事CCTV在监管中所存在的寻找目标难,以及对观测到的视频目标难与AIS目标比对等问题,提出了视频船舶与AIS比对算法与目标跟踪计算模型,以模块化设计的原理设计了基于ECDIS的海事CCTV智能监管系统,对海事CCTV智能监管系统的结构、主要功能、关键技术、软件设计模块以及人机界面等技术做了全面的分析介绍。基于ECDIS的海事CCTV智能监管系统的建立实现了视频船舶与AIS目标之间的自动、快速联动,为海事智能监管的实现奠定了基础。Aiming at the difficulties of finding objectives in maritime CCTV inspection and comparing objects of video with AIS,a comparison algorithm for video vessels with AIS,and a target tracking algorithm are proposed.A maritime CCTV ECDIS-based intelligent video surveillance system is designed and its structure,main functions,key technologies,modules of software design and man-machine interface technology are introduced.Establishment of the maritime CCTV ECDIS-based intelligent video surveillance system achieves automatic and fast association between video vessels and AIS,and lays a foundation for realization of maritime intelligent video surveillance.
