对完善我国海事调查培训知识体系的探讨

摘　　要：随着我国有更多的海事调查官参与国际间的海事调查,对海事调查官的素质要求更高,因此让海事调查人员接受更多知识的培训是现阶段解决这一问题的最有效手段。通过对我国海事调查人员现状及海事调查官培训状况的分析,指出我国现行海事调查培训知识体系存在的问题,借鉴IMO海事调查培训教程的先进经验及理念,针对不同级别调查官的培训重点,探讨完善我国海事调查官培训的知识体系,提出的建议对我国海事调查官培训理念更新,适应IMO要求有实际意义,对提高我国海事调查培训水平起到积极作用。As China＇s maritime investigators have more participation in international maritime investigation,higher professional qualification is required.More comprehensive training is the most effective means at present to meet the demands.Through analyzing the status of China＇s maritime investigators and the situation of training,the problems existing in knowledge system of China＇s current maritime investigation training are pointed out.By drawing on advanced concepts of IMO maritime investigation training course,for investigator training at different levels,perfecting knowledge system of China＇s maritime investigation training is discussed.The presented recommendations have practical significances on updating China＇s maritime investigator training philosophy to satisfy IMO＇s requirements and can play an active role to enhance China＇s maritime investigation training level.
