“非公民”意识论——兼论臣民意识与惰民意识之异同

摘　　要：文章在提出与公民理念相对应的"非公民"理念的基础上,认为"非公民"包括臣民与惰民,同时"非公民"意识包括臣民意识与惰民意识两个组成部分。文章认为惰民意识从本质上来讲从属于臣民意识,但又有别于臣民意识。无论臣民意识还是惰民意识都是"非公民"意识,都应升华为公民意识。Based on the concept of ＂non-citizen＂ which is corresponding to the concept of citizen,the paper thinks that ＂non-citizen＂ includes subjects and bums,and at the same time,the consciousness of ＂non-citizen＂ includes the consciousness of subjects and the consciousness of bums.On essence,the consciousness of bums belongs to the consciousness of subjects,but is different from the consciousness of subjects.Both the consciousness of subjects and the consciousness of bums are consciousness of ＂non-citizen＂ and should be improved to the consciousness of citizens.
