摘　　要：在回顾西安及其所处的关中盆地历史时期生态环境变迁及其启示的基础上,具体分析了西安在建设国际化大都市过程中所面临的生态环境问题:水资源、干旱与洪涝灾害、空气与水质污染等,提出了西安市生态环境保护与建设的主要方略:从关中-天水经济区着眼,做好"两山一河"整体防治;对西安市主城区来说,应当分区别类综合防治。With the review of the historical and biological environment changes of Xi＇an in the Guanzhong Base and their enlightenment,the paper conducts analysis on its existing biologial environment problems of Xi＇an in the progress of metropolitan city construction,such as water resources,drought,flood,air pollution and water pollution.The author proposes the strategy of biological environment protection and construction for Xi＇an,that is,to start the work of Guanzhong-Tianshui economic zone,protect the two mountains and one river and carry out the comprehensive protection from one area to another of the City.
