摘　　要：产业国际竞争力是当前战略管理和国际贸易领域的一个重要研究问题。全球价值链背景下,国家和企业都是全球竞争市场上的行动者,它们已成为提升一国产业国际竞争力时需要同时关注的力量。国家和企业究竟应该如何发挥作用治理是关键。与单一公司的治理相比,全球价值链背景下的治理显得更加复杂,总体上可以分为三类治理问题:企业内治理、产业治理和市场治理。本文从产业治理与市场治理的交互出发,构建全球价值链背景下发展中国家产业的二维治理模型,并由此区别出五种典型的主导治理模式,分别是自由市场、公共治理、产业治理、共同治理和网络治理。不同的主导治理模式体现了国家和企业在其中扮演的不同角色,进而形成对产业国际竞争力的不同影响。Industrial international competitiveness is an im-portant research issue of the strategic management and international trade field at present.The formation of labor division system of global value chain induces the substantial increase of international trade and international investment,and as a result,the ranges of industries stride over the national borders.In the meantime,countries and enterprises are both actors in the globally competing markets and should be concerned at the same time in studying on how to enhance the industrial international competitiveness.How should countries and enterprises act？ Governance is the key to solve the problem.And comparing to the governance analysis of a single corporation,the governance research in the context of global value chain is much more complicated and can be divided into three categories of issues as a whole,such as intra-firm governance issue,industry governance issue and market governance issue.This paper constructs the industrial two-dimensional governance model of the developing countries in the context of global value chain based on the interaction between industry governance and market governance,and also presents five typical governance modes,such as free to market dominant mode,public governance dominant mode,industrial governance dominant mode,joint governance dominant mode and network governance dominant mode.Different governance dominant modes reflect different roles of countries and enterprises played in the global value chains and result in different industrial international competitiveness in the end.Differing from developing economies in general,the development of China＇s economy has shown the characteristics of transition.In other words,China＇s economic development presents the characteristics of economic system transformation and developing economy,which bring about the coexistence of different governance dominant modes.In consequence,the in-depth studies on the two-dimensional governance model are helpful to provide target-oriented guidance f
