摘　　要：国家和江苏中长期教育改革和发展规划纲要提出建好开放大学的目标,这成为我国远程教育创新发展的新起点,建立省级区域开放大学是探索远程教育改革发展新路径的重要组成部分,要确立开放大学的办学理念,制定好建设方案,处理好几种关系。The Outline of the Project of Middle and Long Term Development of Education of the Nation and Jiangsu Province has set the goal of establishing open universities,which will be the new start point of reform and development of distance education in our country.To establish the provincial and regional level open universities is an important component in exploring the new road of reform and development of distance education.We should confirm the idea of running Open University,carefully design the plan of construction and appropriately deal with several pairs of relations.
