摘 要:目的:为提高我国政府医药科技投入的使用效率,促进企业增加研发投入,提高创新能力提供参考性政策建议。方法:构建多元线性回归模型,分析近年来我国政府医药科技投入对企业研发支出的影响,并进行相关性分析。结果与结论:在样本期内政府医药科技投入对企业研发支出具有挤出效应,挤出效应最终反映在企业委托科研机构研发经费支出上;政府向医药科研机构拨款对医药企业研发支出影响不显著。建议通过调整医药科研机构研发投入结构,提高医药科研机构知识产权保护意识,调动"供体"活力、激发"受体"动力、完善"媒体"建设等措施,消除政府投入的挤出效应,发挥杠杆效应。OBJECTIVE: To provide reference for promoting the utilization ratio of pharmaceutical scientific & technological investment from government, R&D expenditure and innovation ability. METHODS: The multiple linear regression model was established to analyze the effect of pharmaceutical scientific & technological investment from government on R&D expenditure. And a correlation analysis was conducted. RESULTS & CONCLUSIONS: During the sample period, government investments crowd out the enterprise expenditures which are ultimately reflected by the expenditures of enterprise for R&D authorizing research institu- tions. However, government investment to research institutions doesn't significantly affect the R&D expenditures of pharmaceutical companies. It is suggested to adjust the R&D investment structure of medical research institutions and improve the awareness of intellectual property protection, mobilize the vitality of "donor" and "receptor", improve "media" construction and eliminate the "crowding-out effect" and give full play to "leverage effect".
