摘  要:本文作者组织过对13个代表性国家和地区外语教育现状及政策的调研,调研主要围绕这些国家和地区外语教育的基本情况、语言政策、教育政策、外语教育政策及外语教学展开。基于这一调研本文分析了外语教育政策与社会经济发展的互动关系。作者认为:社会经济发展需要强化外语教育,外语教育发展反过来会促进社会经济和全球一体化进程。根据政治、经济、学术以及现实各方面的要求,重视以英语通用语为主的外语教育,把外语教育放在国家战略发展的高度,有利于国家软实力的提升,适应持续稳健的经济社会发展的需要。The author of this paper once had a project of investigating the present situation and policies of foreign lan- guage education in 13 representative countries and areas, with the focuses on their general situation, language policies, education policies, foreign language education policies and foreign language teaching. The paper, based on the investigation, attempts to analyze the interaction between foreign language education policies and socioeconomic development. The author holds that the socioeconomic development demands closer attention to foreign language education, which is to promote the former and the globalization process in return. According to the demands of politics, econo- my, academic research and the reality, great importance should be attached to foreign language education with English as a lingua franca, and foreign language education should be put into a strategic position so as to enhance China's soft power and meet the demands of socioeconomic development.
