摘　　要：提出一种通信发射机个体识别技术（SEI）的顶层设计方案；根据通信发射机的结构机理明确定义了发射机个体特征提取分系统的概念；针对特征的时效特性和可分类性引入了特征评价分系统和情报支持分系统；并对该设计方案的具体实现作了初步的探讨。A frame of design for specific emitter identification（SEI） is proposed in this paper, and the concept named subsystem of emitter individual character extracting is defined. To appraise the time validity and identification validity, the character appraising subsystem and information supporting subsystem are introduced. Then a scheme for realizing the design is primarily discussed.
