摘 要:建筑业是我国三大能耗大户之一,公共建筑能耗高而且节能潜力巨大,对公共建筑节能改造是推行我国建筑节能的重要步骤,合同能源管理是一种基于市场的节能新机制。文章分析了公共建筑节能改造采用合同能源管理模式的必要性与可行性;在合同能源管理基础上建立了公共建筑节能改造激励模型;对激励机制的基本原则、激励目标、激励对象、激励方案展开了分析,提出了不同节能主体的激励政策,这对我国全面推进公共建筑节能改造工作具有一定的指导意义。The construction sector is one of the three major energy consumption sectors in China. Public buildings have high energy consumption with potential energy saving. Energy saving renovation of public buildings is an important step to carry out building energy efficiency in China. Energy management contract is a new energy saving mechanism based on the market. This paper analyzed the necessity and feasibility of energy management contract mode of energy saving adopted by public buildings, and set up an incentive model for public buildings energy saving based on energy management contract. The basic principles, incentive objectives, incentive objects, and incentive schemes were analyzed and the incentive policies for different energy saving subjects were put forward, which is significant for the promotion of energy saving renovation work for the public buildings.
