摘　　要：自1999年确定实施高等教育大众化的政策目标以来,我国高等学校招生规模和在校生规模连续几年保持上升趋势,高等教育系统的数量、质量和资源状况发生了很大的变化。高等教育面临投入不足、发展模式单一和质量下降的困境。我国高等教育大众化的出路是:建构分层次、分类型的多样化高等教育体系;关注高等教育质量,建立健全的质量保障体系;大众教育与精英教育并举。The scale of enrollment and undergraduate of higher education have kept up-trend,the quantity and quality and resource of the higher education system have changed greatly,since our country implemented the policy of mass higher education in the 1999.The higher education has been in the trouble of insufficient investment and similar developmental pattern and quality falling.The outlet of China mass higher education is：to construct diversity higher education system,to pay attention to the quality of the higher education,to establish perfect quality guarantee system,to develop simultaneously mass higher education and elite higher education.
