新世纪四川民族地区反贫困的绩效评价

摘　　要：新世纪以来四川民族地区扶贫开发工作以《中国农村扶贫开发纲要(2001-2010年)》为指导,通过实施整村推进、劳务扶贫、产业扶贫、安居扶贫、易地开发扶贫、小额信贷扶贫、以工代赈等扶贫政策项目,取得了显著成效:贫困人口大幅度减少,贫困发生率降低;贫困人口的人均纯收入与人均消费支出逐渐提高;基础设施建设进一步完善;农村居民最低生活保障规模扩大;农民医疗条件及健康状况逐步改善。The aid-the-poor work in Sichuan minority regions has been in process under the guidance of China＇s Rural Anti-poverty Program（2001 to 2010） since 2000.The implementation has achieved remarkable progress with the whole-village advancement,labor service,industry make-up,housing projects,relocation development,small amount of credit,etc.Population of poverty shrinks substantially and the incidence of poverty is reduced;the per capita net income and per capita consumption expenditure of poverty-stricken people gradually increases.What is more,infrastructure construction has been improved further;the scale of subsistence allowance for rural residents expanded and their medical conditions and health status also gradually improved.
