摘　　要：建构高校突发事件预警机制,包括建构职责明确依法履责的工作责任机制、以人为本贴近学生的安全教育机制、全面覆盖预防为主的问题排查机制、协调配合快速高效的矛盾化解机制、灵敏迅捷判断准确的信息决策机制、"三位一体"符合需求的投入保障机制、建构注重能力善于应对的队伍培训机制。The construction of early warning mechanism for the university emergency in transformation period includes the construction of the working liability mechanism to carry out duties according to the law with clear responsibilities, the construction of people-oriented safety educational mechanism closed to the students, the construction of problem-investigating mechanism which puts prevention first comprehensively, the construction of contradiction-resolving mechanism which is coordinative and highly efficient, the construction of information decision-making mechanism which is sensitive and quick with good judgment, the construction of investment guarantee mechanism which is three-in-one and suitable for the demand, and the construction of the training mechanism for the team emphasizing on the ability to cope with problems.
