基于跨越式发展需求的黑龙江垦区人力资源规划模型研究——以海林农场为例

摘　　要：为满足黑龙江垦区跨越式发展的需要,基于垦区人力资源规划现状,构建了人力资源规划模型。人力资源规划是垦区跨越式发展的核心保障,该规划有能力从战略上提升垦区竞争的核心能力,为跨越式发展战略的实施提供有力的人力资源保障,从而达成垦区立足实际、跨越发展的战略目标。在此基础上,总结了人力资源规划制定、实施和有效评估的有效方法与策略。In order to meet with the leap-forward development requirement of Heilongjiang province farm area,this article sets up a human resource plan model based on human resource actuality of farm area.Human resource plan is the core guarantee for farm area leap-forward development,which can enhance farm area＇s core competitiveness strategically,and offer human resource guarantee for farm area leap-foreword development strategy.Thereby,strategic target of farm area leap-foreword development based on the reality in the farm area is realized.According this,effective method and strategy regarding to formulation,practice,and effective evaluation of human resource plan are summarized in this paper.
