摘　　要：以可持续发展思想为指导思想,利用采用层次分析法构建出由经济发展、低碳技术、低碳环境以及低碳社会四大子系统、21个指标的低碳城市评价体系.根据上海市2000-2009年的统计数据对上海市低碳经济发展现状进行综合评价,得到上海市的低碳经济发展水平正处于不断上升的状态的结论.This article first takes the sustainable development as the guiding principle,uses the analytic hierarchy process to construct the four subsystems of economic development,low-carbon technology,low-carbon environment and low-carbon society as well as low-carbon city appraisal system with 21 indicators.The paper makes a comprehensive assessment on the current situation of low-carbon economic development in Shanghai according to the statistical data from 2000-2009.We come to the conclusion that the level of low-carbon economic development in Shanghai is steadily rising.
