高校国有资产管理模式创新探讨

摘　　要：随着高等教育改革的进一步深化,加强高校国有资产的管理模式创新研究意义重大。当前高校国有资产管理存在的问题主要有:管理认识存在偏差;管理体制不健全;管理方式欠规范;评价体系缺失;预算管理薄弱等。国有资产管理模式的创新应该变多头管理为统一领导、归口管理,强化国有资产管理部门的职能,实现资产管理与预算管理相结合,推动资产的动态化管理,实现评价与管理、评价与预算相结合。With the deepening of the reform of higher education, it is of great significance to strengthen the research on the innovation of the state-owned assets management mode in universities. At present, there exist such problems as a deviation in management understanding, defective management system, non-standard management mode, absence of evaluation system, and poor budget management. The innovation of the state-owned assets manage- ment should include the changing of the multi-head management into the unified leadership and centralized management, the strengthening of the function of the management department, the combining of assets management and budget management, giving an impetus to the dynamic management of assets, and achieving the combination of evaluation and management, and evaluation and budget.
