山东半岛蓝色经济区海陆资源开发战略研究

摘　　要：21世纪是海洋世纪。随着陆地资源的逐步短缺,开发利用海洋资源、发展海洋经济成为缓解人类面临的人口、资源和环境压力的重要途径。在这新的背景下,打造山东半岛蓝色经济区也成为促进山东经济发展的一大战略。然而,海陆资源开发的诸多矛盾随着海洋经济的发展日益显露。本文在对海陆资源开发战略进行国际比较的基础上,探索了山东海陆资源开发过程中的制约因素,并结合山东半岛蓝色经济区发展的要求,提出了基于海陆资源开发的山东半岛蓝色经济区建设的战略思路,包括合理开发海陆资源,加强海洋环境保护,开发与保护并重等。The 21st century is the century of oceans.With the gradual shortage of land resources,developing and utilizing marine resources and marine economy have become important ways of alleviating the pressure caused by population,resources and environment that human beings are facing.In the context of this new era,creating a peninsula blue economic zone has become a major strategy to promote Shandong economic development.However,sea and land resources development has increasingly been conflicting with the development of marine economy.Based on the international comparisons in exploring land and sea resources,this paper studies the constraints in the process of land and sea resources development in Shandong.Besides,it combines the requirements of Shandong Peninsula blue economic zone development,and puts forward some strategic thinking for the construction of the blue economic zone,including sea and land resources.The strategies include reasonably developing land and sea resources,strengthening marine environmental protection and balancing the development and protection,etc.
