完善地方性本科院校物资采购制度的思考

摘　　要：地方性本科院校物资采购制度既要提高了物资采购资金的使用效益,又要效防范和遏制了物资采购过程中不正之风的产生和蔓延.为有效推动物资采购工作良性开展,学校应根据构建决策权、执行权、监督权既相互制约又相互协调的权力结构和运行机制的总体要求,落实"管采分离"机制,建立健全制度体系,规范采购工作流程,重视专业队伍建设.Materials procurement system in Fujian local undergraduate universities has continuous progress in recent years.The application efficiency of materials procurement funds is improved,the generation and spread of unhealthy practices in materials procurement is effectively prevented and restrained.There are still some problems in the process of materials procurement.Based on the requirements of power structure and operating mechanism,the rights of decision-making,implementation and supervision are mutual restricted and coordinated,materials procurement system in Fujian local undergraduate university should implement the separation mechanism of management and procurement,establish the perfect system,standardize the procurement process and construct a professional team.
