摘 要:人才开发与引进海峡西岸经济区人才战略的重点。海西人才开发、引进环境缺乏吸引力,人才开发中人才使用效益、人才引进效率不高,人才开发与人才引进之间协调性不够。应优化人才生态环境、树立人才开发、人才引进并重的理念、坚持绩效导向原则、以企业为主体、以高校为依托的海峡西岸经济区人才开发、引进协调发展对策,以促进海峡西岸经济区人才开发、引进协调发展。The development and introduction of talents is the focus of the strategy to the Economic Zone on the West Side of the Straits. The environment of the Economic Zone is less attractive to the development and introduction of talents. The use of talent development and introduction is inefficient. And there is no effective coordination between talent development and introduction. The government should improve the environment of talent development and introduction, establish the concept of talent development and introduction, adhere to the performance - oriented principle, take enterprises as the mainstay, and seek for backup by university in order to promote coordinated development between talent development and introduction in the Economic Zone on the West Side of the Straits.
