摘  要:教学型普通高校为了改变自身实践教学资源严重不足的状况,必然将资源优化利用的范围从高校内部扩展到高校外部,从校外选择合适的合作伙伴,以实现校内外优势资源的集成。本文针对高校在选择实践教学基地时,通常采用的常权综合方法难以体现高校对决策因素的均衡性要求和激励性要求以及常权综合方法常常违背决策因素间不可替代性的弊病,提出了一种基于可拓理论和变权理论的新方法。该方法克服了常权综合的弊病,能够对某些重要影响因素进行均衡性处理的同时,对某些关键影响因素进行激励,从而使高校决策意愿的体现建立在科学理论的基础之上。经实证研究,证实了该方法应用的灵活性和有效性。For teaching-oriented colleges and universities,it is necessary to increase the optimal use of resources from inner campus to outer campus and to choose suitable partners from outer campus in order to improve the situation of a serious shortage of the practical teaching resources and finally integrate the advantageous resources both inner and outer campus.In the process of selecting practicing and teaching bases,the commonly-adopted constant weights comprehensive evaluation method can hardly satisfy the balanced and incentive demands of college policy-making factors;meanwhile this method usually runs counter to the irreplaceability in between policy-making factors.In this paper the author proposes a new method based on Extenics Theory and Variable Weights Theory.This new method eliminates the disadvantages of the old one,deals with some important influencing factors from a balanced aspect and advances some critical influencing factors in order to base the wishes of the college policy-making on scientific theories.The flexibility and effectiveness of this new method have been proved by empirical researches.
