摘　　要：文章基于生产力促进组织社会功能和地方生产力促进组织的特殊性，探讨合理开发科技资源、科学配置资源的有效途径，并就如何将资源在面向中小企业服务的事流上综合集成， 从体制与机制的结合上提出创新管理模式的政策建议。Based on the social functions of Productivity Promotion Organizations (PPO) and the particularities of local PPO,this paper probe into the effective channels for developing sci-tech resources rationally and allocating resources scientifically, and puts forward some policies and suggestions about innovation management mode in aspect of making comprehensive integration of resources onto the stream of affairs being oriented to the service for minor enterprises from the combination of system with mechanism.
