高校“产学研”结合的思索

摘　　要：分析了高校"产学研"结合具有开拓学科建设的新路子,促进专业和学术水平的提高,促进课程设置的改革和教学内容的更新,促进高校师资队伍建设及其整体素质水平的提高,开辟科学研究的新领域,促进科研水平的提高和提高应用学科人才的培养质量等作用;阐述了高校"产学研"结合存在支撑"产学研"合作的法律政策体系不完善,深入推进"产学研"结合的体制需改革,高校没有形成有效的科技成果推广和转化机制、没有形成协调合理的利益分配机制和利益保障机制,引导"产学研"合作的专业化市场化服务体系有待完善,"产学研"结合的组织形式不适应产业技术重大创新的需要等问题;提出了高校"产学研"结合可采取建立政府支持体系、组织保障的体系、资金投入的体系、信息服务体系、利益共享和风险共担的"产学研"合作机制,高校自身要建立健全"产学研"合作激励机制等措施推进高校"产学研"结合的开展。This article explored how the combination of teaching, production and research promotes the evaluation of level of research, the update of teaching contents as well as the construction of lessons, the quality of teachers and teaching in college. The policy of the law in this field is imperfect and the promotion of scientific and technological achievements into daily production is not enough. Moreover, the system of profit distribution and profit guarantee is not rational. The article suggests a new system which could be supported by the government with enough profit guarantee, money deposit, information service, and incentive system.
