摘　　要：两型社会建设是一项系统工程,以政府为主导、企业为衔接、社会公众普遍参与的合力格局是必然选择。这一合力格局的形成,必须以政府绩效绿色考评机制、合理激励机制、有效运行保障机制、企业绿色技术革新机制、社会公众参与机制、监督制度的建立和完善为前提。As a systematic Engineering,the construction of Two-oriented Society will base on solidarity involving government,enterprise and the public.To form solidarity,we must construct mechanism of government green-performance measurement：stimulation,operational security,enterprises＇ technological renovation,public participation and supervision.
