基于相对偏差模糊矩阵法的国家高新区非均衡评价研究

摘　　要：在国家高新区非均衡发展的背景下,以科技部国家高新区数据为依据,构建了国家高新区非均衡评价模型和指标体系,并通过采用相对偏差模糊矩阵法进行了实证分析。研究发现:我国国家高新区已进入五层分化的非均衡发展阶段,呈现出支撑能力、创新能力、社会贡献能力、国际创汇能力同步非均衡发展的表现形式。在此基础上提出了国家高新区平衡发展的建议。Under the background of national hi-tech zones unbalanced developing,this paper constructs disequilibrium evaluation model and index system according to the data of national hi-tech zones from the Ministry of Technology and Science,then empirically analyses disequilibrium of national hi-tech zones by relative deviation fuzzy matrix method.This paper concludes that national hi-tech zones develop into the stage of five layers differentiation and show that the supporting ability,the innovation ability,the social contribution ability and the ability of earning foreign exchange through exports synchronously develop in unbalanced way.Based this,this paper gives some advices on balanced development of national hi-tech zones.
